Stand on Waikiki Beach today and you see a postcard: turquoise water, imported palms, and a crescent of golden sand backed by high-rise hotels. It looks like nature perfected. It is not. Nearly every grain of sand beneath your feet was shipped in from somewhere else, and the land those hotels stand on was, just a century ago, a network of fishponds, taro fields, and wetlands teeming with life.
This is the story of how one of the world’s most recognizable beaches was engineered from scratch — and why it keeps threatening to disappear.
What Waikiki Looked Like Before the Hotels
The name Waikiki translates to “spouting fresh waters” in Hawaiian, a reference to the springs and streams that flowed from the Ko’olau mountains through the Makiki, Palolo, and Manoa valleys to the sea. It was not a beach resort. It was an agricultural powerhouse.
Nearly 85 percent of present-day Waikiki consisted of wetlands. In the mid-15th century, High Chief Kalamakua directed the construction of an extensive network of lo’i kalo (irrigated taro terraces) that transformed the coastal lowlands into one of O’ahu’s most productive farming communities. By the 1800s, the landscape was a patchwork of taro patches, fishponds, rice paddies, banana groves, and duck farms, all linked by narrow footpaths above the waterline.
The fishponds alone were extraordinary. At least 45 ponds operated in the Waikiki area during the peak of Hawaiian aquaculture, the largest being Ka’ihikapu at 13 acres. They raised ‘ama’ama (mullet) and awa (milkfish), contributing to a statewide system that by the late 1700s was producing two million pounds of fish annually.
The western section of Waikiki, near where Fort DeRussy stands today, was home to the Hawaiian community of Kalia — a seaside village of fishing families. Twenty acres belonged to the chiefly Paoa family. It was on this land that Duke Kahanamoku, born August 24, 1890, grew up learning to surf and swim in the waters that would later make him famous.
Hawaiian royalty kept residences here. Kamehameha the Great established his seat of government in Waikiki after 1794. Kings Kamehameha IV and V, Lunalilo, Kalakaua, and Queen Lili’uokalani all lived in the district at various times. Waikiki was, by any measure, a place of deep cultural significance.
The Man Who Decided the Wetlands Had to Go
The transformation of Waikiki began not with an engineer’s blueprint but with a public health official’s letter.
In 1904, Lucius E. Pinkham — a Massachusetts transplant managing a Dillingham hardware store — was appointed president of the Territorial Board of Health. In his 1906 report, Pinkham described Waikiki’s wetlands as “deleterious to public health,” “submerged or partly covered by water,” and “perpetually breeding mosquitoes.” He characterized them as “stretched useless, unsightly, offensive swamps.”
His language revealed his real motivation. Pinkham argued that Waikiki needed residents “of private fortune, who seek an agreeable climate and surroundings” rather than “impoverished Hawaiian, Chinese and Japanese farmers.” He explicitly said Honolulu should emulate “Los Angeles and other towns of Southern California.”
Historians have noted that no disease outbreaks had actually been tied to the marshes. The primary motivation was real estate development — clearing out subsistence farmers and fishermen to make way for wealthy tourists and residents.
In 1907, the territorial government created the Waikiki Reclamation Commission. In 1913, President Woodrow Wilson appointed Pinkham as Governor of Hawaii, giving him the authority to push the project forward. By 1917, a formal commission was planning canal construction. The Legislature authorized land acquisition under Act 61 in 1918.
Draining Paradise: The Ala Wai Canal
The instrument of transformation was a ditch — a very large one.
Construction of the Ala Wai Canal began in 1921 and was completed in 1928. Walter F. Dillingham’s Hawaiian Dredging Construction Company, founded in 1902 with a $5,000 loan, won the contract. Dillingham, born in 1875 to one of Hawaii’s wealthiest families and educated at Harvard, would eventually accumulate a fortune equivalent to roughly one billion dollars in today’s terms.
The canal stretched 1.5 miles, was 25 feet deep, and was originally planned at 150 feet wide — then expanded to 250 feet because the dredging equipment needed more room and they wanted more fill material. It diverted water from three major tributaries: the Makiki, Palolo, and Manoa streams. In 1923, Apuakehau Stream was also intercepted.
Between 625 and 687 acres of wetland were drained and filled. The Waikiki Reclamation District covered approximately 800 acres. The dredged coral, mud, and sand was sold to builders who used it to elevate the newly dry land above sea level.
The human cost was immediate. Farmer Chang Fow’s fish ponds were destroyed by saltwater intrusion from the adjacent filling operations. His entire stock of fish died. His flock of 500 ducks perished at rates of 20 to 30 per day. His complaints, like those of other small farmers, were largely ignored.
Mary Ellen Kealohapauole Paoa Clarke, born in 1902 and raised on the Paoa family estate in Kalia, later documented the marine losses. Before the canal, the waters held squid, menpachi, akule, and kala fish. Clams and seaweed lined the beach. Crabs were abundant. After the canal: “no more crabs,” and the seaweed and clams simply vanished.
Eugene Kennedy, born in 1913 near the Royal Hawaiian Hotel, watched the physical transformation firsthand. “Practically all of that area came in for fill,” he recalled. “Where Kapiolani Boulevard is… that was all swampland. The McCully section, that was all swampland. When you get around Sheridan Street… on the mauka side, it was rice fields.”
The economics were stark: pre-reclamation property values sat at roughly $500 per acre. Reclamation costs ran $4,350 per acre. Post-reclamation selling prices: $6,500 to $7,000 per acre. The wetlands were worth more dead than alive — at least to the developers.
Building a Beach From Scratch
With the wetlands gone and the land filled, there was one more problem: Waikiki did not have much of a beach. The natural shoreline was largely rock and coral, not the wide sandy expanse tourists expected.
The solution was to build one.
In 1927, the Territorial Legislature passed Act 273, authorizing the Board of Harbor Commissioners to reconstruct the eroded shoreline. By 1930, 11 groins had been built along the beach to trap and hold sand. But you cannot trap sand that does not exist. It had to be imported.
The first major shipments came from Manhattan Beach, California in the late 1920s and 1930s. Kuhn Bros. Construction excavated sand from beach dunes, loaded it onto railroad cars to San Pedro harbor, and shipped it to Hawaii by barge. The sand that tourists dig their toes into at Waikiki started its journey on a Southern California beach.
But California was not the only source. Over 200,000 tons of sand were extracted from Waimea Bay on O’ahu’s North Shore — an extraction so aggressive that the original sand dune at Waimea, once so large that jumping from Pohaku Lele (Jump Rock) meant a six-foot drop onto sand, was stripped away entirely.
The most controversial source was Papohaku Beach on Molokai. A 1957 contract between Molokai Ranch and Honolulu Construction & Draying authorized sand removal from 297 acres. Approximately 200,000 tons were extracted. When HC&D was caught mining illegally below the high-water mark, they were reportedly fined one million dollars. Sand importation to Hawaii largely ceased in the 1970s.
In total, approximately 616,500 cubic yards of sand have been used to create and maintain Waikiki Beach since 1929, through at least 10 major replenishment projects.
The Military’s Role: Fort DeRussy and the First Fill
The U.S. military actually pioneered the technique of filling Waikiki’s wetlands before the Ala Wai Canal project began.
In 1904, the Army Corps of Engineers purchased land from Chinese merchant Chun Afong for $28,000. By 1906, the War Department had acquired over 70 acres in Kalia for Fort DeRussy, and the Army began pumping ocean fill continuously for nearly a year to transform the fishponds and wetlands into solid ground.
Over 250,000 cubic yards of sand and coral were dredged to cover Ka’ihikapu — the 13-acre fishpond — and its sister ponds. This was the first major “reclamation” of Waikiki, establishing a template that civilian developers would later follow on a much larger scale.
In 1908, a hydraulic dredge cut a channel through the reef in front of where the Halekulani now stands. This channel directly caused beach erosion — a pattern that would repeat as each new construction project destabilized the shoreline further. When the channel was deepened in 1913 to bring a 69-ton coastal artillery gun by barge, property owners along the shore lost 10 to 30 feet of ocean frontage.
Fort DeRussy’s Battery Randolph mounted two 14-inch guns on disappearing carriages with a range of roughly 23 miles. After the attack on Pearl Harbor, these guns were fired once in practice. The single firing shattered windows at the Royal Hawaiian and Moana hotels. The guns were never fired again.
What Was Lost: The Environmental Cost
The engineering that created modern Waikiki destroyed an ecosystem that had sustained Hawaiian communities for centuries.
Hawaii has lost approximately 90 percent of its original coastal wetlands. The Hawaiian Islands historically supported at least 30 species of waterbirds. Today only six persist, all listed as endangered: the Hawaiian Stilt (ae’o), Hawaiian Coot (‘alae ke’oke’o), Hawaiian Moorhen (‘alae ‘ula), and Hawaiian Duck (koloa maoli) among them. Fossil records show at least 13 species of endemic Hawaiian waterfowl once used these wetlands. By the early 1900s, populations of the surviving species had dropped below 1,000.
The Ala Wai Canal itself became an environmental liability. In 1976, the Department of Health flagged fecal coliform violations. In 1983, a power outage caused 2.5 million gallons of raw sewage to be dumped into the canal. In 2006, 48 million gallons of sewage entered it. Sediment dredged from the canal in 2002 was deemed too toxic for ocean disposal — mercury from boat paint and lead were detected — and was trucked to the airport for use as landfill.
The canal was designed with a fatal flaw: engineers planned two outlets to flush sediment, but decided against building the eastern outlet near Kapiolani Park. This single-outlet design has caused chronic sediment accumulation ever since, requiring periodic — and expensive — dredging.
A Beach That Keeps Disappearing
Because Waikiki Beach is artificial, it requires constant maintenance to survive. The beach erodes at roughly one foot per year. By 1950, more than 80 structures — seawalls, groins, piers, storm drains — lined the shoreline, each one disrupting natural sand movement.
Modern replenishment is expensive and increasingly futile:
- 2004: The state spent $500,000 to siphon 10,000 cubic yards from offshore — the largest replenishment in over 30 years
- 2012: A $2.2 million project pumped nearly 24,000 cubic yards from offshore across 1,730 feet of shoreline. Half the sand reportedly washed away within days
- 2021: A $3.4 million project moved approximately 21,700 cubic yards via a submerged 3,200-foot pipe using hydraulic dredging
Each replenishment cycle needs to be repeated every five to 10 years. Engineering experts have described the sandbagging efforts as “pretty much an exercise in futility.”
The long-term stabilization plan proposes five new groins creating four separate beach cells between the Outrigger Reef and the Sheraton Waikiki, requiring approximately 60,000 cubic yards of offshore sand. Estimated cost: over $60 million. A final Environmental Impact Statement was completed in October 2024.
Sea Level Rise: The Next Chapter
The challenge is about to get dramatically harder. Sea levels around Hawaii have already risen five inches since 1970 — 10 inches at Hilo Bay since 1950.
Projections from the Hawaii Climate Change Commission paint a sobering picture: eight inches of rise by 2050 under intermediate scenarios, and up to 3.5 feet by 2100. Under worst-case emissions, that figure could reach eight feet.
At four feet of sea level rise, more than half of Waikiki would be underwater. At six feet, essentially all of it. Statewide, 3.2 feet of rise would displace over 20,000 people and destroy more than $19 billion in land and structures.
This is not an abstract problem for some distant future. Waikiki Beach generates more than $2 billion in revenue per year. In 2015, Honolulu created the Waikiki Beach Special Improvement District, assessing commercial businesses a special fee to fund beach management. In 2023, the city passed bills increasing shoreline setback rules from 40 feet to 60-130 feet from the high-water mark.
The beach that was built from scratch may, within this century, need to be abandoned entirely — or rebuilt yet again at staggering cost.

Why This Matters for Visitors
None of this diminishes the experience of visiting Waikiki. If anything, understanding the extraordinary effort behind the beach makes it more remarkable, not less. Every morning, as the sun rises over Diamond Head and lights up that manufactured crescent of sand, you are looking at one of the most ambitious landscape engineering projects in American history.
But it also helps explain why Hawaii’s tourism story is so much more complex than paradise brochures suggest. The beach exists because developers drained ancient fishponds, displaced farming communities, shipped sand from California and Molokai, and built an infrastructure of groins and seawalls to hold it all in place.
The next time you walk along Waikiki’s shoreline, look for the groins — the low rock walls extending into the water at regular intervals. They are the bones of the beach, the engineered framework that keeps the imported sand from washing away. Without them, and without the ongoing multimillion-dollar replenishment programs, the beach would simply cease to exist.
Waikiki is not natural paradise found. It is paradise built — and maintained — by human determination, ambition, and an extraordinary amount of sand.
